Authority held in trust

Public office is not a possession. It is a trust, granted by an instrument the officeholder did not write and will hand on to someone he did not choose. This module builds the constitutional foundation a public leader actually needs: why government exists at all, why the ruler is also ruled, why power is divided among people who will not always agree, how church and state hold distinct callings without either silencing faith or establishing it, which decisions belong at which level, what the rule of law demands when it binds you inconveniently, and what separates a statesman from a politician.
